Around 2,700 foreign workers in Manitoba are expected to receive an extension of their work permits, allowing them to continue working legally in Canada while waiting for their permanent residence applications through the Manitoba Provincial Nominee Program (MPNP).
The announcement comes after months of uncertainty, protests, and appeals from workers who feared they could lose their legal status in Canada because their temporary work permits were expiring before Manitoba could complete their provincial nominations.
The proposed extension, known as the Manitoba Workforce Transition Bridge (MWTB), will allow eligible workers to maintain their work authorization until December 31, 2027 while their MPNP applications are being processed.
Why Manitoba Foreign Workers Needed Work Permit Extensions
Many foreign workers in Manitoba have followed the pathway toward permanent residence through the MPNP. This program allows provinces to nominate individuals who have the skills, work experience, and qualifications needed to support the local economy.

According to the announcement, approximately 2,700 workers will be able to continue working until the end of 2027 while their applications are processed.
The measure follows an earlier temporary initiative introduced in 2024 that provided work permits to eligible provincial nominee candidates who were at risk of losing their work authorization while waiting for their nominations.
Under that earlier measure, more than 1,600 workers have since transitioned to permanent residence, while thousands more remain in the nomination process.
The new extension aims to prevent workers from falling out of status because of processing delays.
Immigration Backlog and Reduced Nomination Spaces Created Pressure
The work permit issue is connected to changes in Canada’s immigration planning and provincial nominee allocations.
Provincial Nominee Programs depend on the number of spaces provided by the federal government. When fewer nomination spots are available, provinces have fewer opportunities to nominate eligible workers for permanent residence.
Manitoba’s nomination allocation decreased significantly in recent years:
- 2023: Around 9,600 nomination spaces
- 2025: Around 6,239 nomination spaces
The reduction created a larger backlog of applicants waiting for decisions.
Many workers affected by these delays are already contributing to Manitoba’s economy through employment in sectors such as manufacturing, agriculture, food processing, and other industries facing labour shortages.
Workers Built Their Lives in Manitoba
The extension is important because many affected workers have already established strong connections in the province.
They have:
- Gained Canadian work experience
- Supported local businesses and industries
- Paid taxes
- Built homes and communities in Manitoba
- Started the permanent residence process
For these individuals, losing a work permit could mean losing employment and having to leave Canada despite having a pending immigration application.
The extension provides additional time for their applications to move forward without interrupting their ability to live and work in Manitoba.
What Does the Extension Mean for Foreign Workers?
Eligible workers will be able to:
