Project Overview

The Quebec IT Pilot Program was launched on April 22, 2021, as a five-year initiative scheduled to conclude on January 1, 2026. This program operates on a quota system, with the application period typically opening in late December and closing on October 31 of the following year. Applications are accepted on a first-come, first-served basis, and the intake closes once the annual quota is reached.

The program is designed for professionals in the following two sectors:

  • Artificial Intelligence
  • Information Technologies and Visual Effects
    • Including video game development

Eligibility Requirements

  1. Be at least 18 years old
  2. Hold a post-secondary diploma or bachelor’s degree equivalent to Quebec standards
  3. Have at least 24 months of full-time work experience within the past 60 months
  4. Currently employed by a Quebec employer or have a full-time job offer from a Quebec employer
  5. Hourly wage equal to or higher than the top wage level for the occupation
  6. Occupation must be on the approved list

Application Process

  1. Initial assessment and signing of agreement
  2. Matching employers based on the applicant’s background
  3. Apply for a job offer
  4. Submit the Quebec Selection Certificate (CSQ) application through the Arrima system
  5. Complete the Quebec Values Test
  6. Receive the Quebec CSQ issued by the immigration authorities (approximately 3-6 months)
  7. Obtain permanent resident status and PR card (approximately 18-24 months)
